BASIC Program Enhancements

Added calculation & display/export of Absolute Humidity values.
Added option to automatically convert Local to UTC (Z) time.
Added 3 options to the Sounding diagram's Wind Height Scale (KM & K-FT, KM, K-FT).
Added the new Wind-Speed Colorbar display option. See video.
The RAOB CSV Format now accepts "Feet (F)" units for Elevation & Heights.
The Sounding diagram now has an option for Kelvin (K) temperature scaling.
Added initial access plotting rule options for Time-Series data files.
